The growth of the ports places increasingly higher demands on information exchange. Administrative burdens and double checks lead to an increasing workload and high costs. The HaMIS system must ensure that this burden is alleviated. Additionally, there will be extra functionality with an 'interactive port map' where all shipping in the port can be followed live. By clicking on a ship, the Port Master gains immediate access to all available information linked to this visit. HaMIS is thus a port management system for administering, guiding, and inspecting ship visits.
To realize this system, the Port Authority of Rotterdam has set up a large program. Many documents have been written and numerous analyses conducted, and a whole network of suppliers has been appointed to build the software. The team grew, as did the number of documents and calculations. At one point, the complexity became enormous, and the program was on its way to becoming unmanageable. At that moment, Zilverline came into contact with the program management of the Port Authority of Rotterdam. Together, we concluded that a change in direction was necessary and that a different approach was needed.
Zilverline changed the approach. All employees were brought together at one location, and small teams were formed with their own responsibilities. In short sprints of 2 weeks, functionality was developed. After 6 weeks, the first results could already be demonstrated. After the first successes were achieved, a real cultural shift began to emerge within the company, and a different 'vibe' was actually felt within the organization. It had not been possible before to show results.
Through the commitment and working method of Zilverline, the Port Authority has been able to realize HaMIS. Zilverline's goal was to provide the program with the means to offer the 'business' the highest possible value for their money. This gives the client a stronger focus on their own wishes and requirements. Zilverline does this by continuously working towards functional software with the highest possible quality. By mapping the greatest risks as quickly as possible, Zilverline also provided the program with the highest possible control, namely based on facts.
The result of the collaboration with Zilverline is that the Port Authority of Rotterdam has a well-functioning HaMIS system. The guidance of ships and inspections can be well planned. Additionally, these activities can be easily administered, thus achieving the objectives.
